Each year, Connecticut’s Youth Service Bureaus (YSBs) and Youth Diversion Teams (YDTs) provide vital connections that help young people grow, families find stability, and communities thrive. The newly released State Fiscal Year 2025 Data Reports capture the reach and results of this work—showing how local programs add up to powerful, statewide impact.
Statewide and Regional Insights
This year’s data release includes both statewide summaries and chapter-level reports for each of CYSA’s seven regional chapters—providing a detailed look at how youth services are making a difference in every corner of Connecticut.
Youth Service Bureaus: Building Strong Foundations
In SFY25, 93 Youth Service Bureaus reported activity across Connecticut. Collectively, they offered over 4,300 programs and large-group events, engaging more than 313,000 participants and providing individualized services to nearly 16,000 youth.

YSBs serve youth of all ages and backgrounds—from early childhood through high school—addressing issues ranging from family challenges and school concerns to mental health and positive youth development.
Youth Diversion Teams: Keeping Youth on Positive Paths
The Juvenile Review Board (JRB) / Youth Diversion Team data shows the essential role diversion plays in keeping youth connected to their communities and out of the justice system. In SFY25, 83 local programs reported a total of 2,900 active cases statewide.

77% of participants successfully completed their diversion plans.

The average age of participants was 14.6 years.

The top incident types included breach of peace, assault, and disorderly conduct—most occurring in school or community settings.
JRBs and YDTs provide tailored supports such as community service, counseling, mentoring, and positive youth development activities that help youth take responsibility and make meaningful change.

Together, YSBs and YDTs form the backbone of Connecticut’s youth services network—meeting young people where they are, strengthening families, and reducing the need for deeper system involvement.
